Africa's brain drain effect poverty or tyranny?

I heard about a study on Africa's brain drain cost all African countries in total $4 billion....

according to that study the main reason that often get African professionals to move abroad is at the first place political abuse and tyranny..

I don't think that's quite right I think tyranny forcefully cause poverty, which lead eventually to migration but wait a minute here doesn't it poverty itself cause tyranny?

it come to my mind that migration it self has a hand on increasing poverty prominently cause the elite people who supposed to lead their countries flee out and let the chance to governing degradation



I think brain drain will just put oil on fire
