Africa is poor because of white guilt, the United Nations and Democracy.
People need to stop blaming Europe, colonialism and imperialism. Africa was subjected to these events because it was already poor and for the most part still tribal. Should Iran and Iraq be blaming Macedonia for all there problems as Alexander had sacked them "years ago". Should Israel, Germany and Egypt be crying about the Romans?
The Sick? It's harsh but Africa is overpopulated in many regions and overcrowding leads to diesease and starvation. Foreign Aid can only do so much - let nature take its course and population levels will fall to sustainable levels. Europe survived the Plauge which was brought on by overcrowding and unsanitary conditions in the middle ages. Influenza also rocked the west at the turn of the century.
If everyone that had AIDs died, nobody would have aids to spread.
Democracy - it creates clear winners and loses and most of the Africa does not see its self as members of nations, but as tribes and ethnic groups. So when one groups ins the majority and starts doing this to favor it's self - the other one starts a rebellion.
Dictatorships and Monarchies create compromise. Yes the individual suffers the loss of government participation and the "illusion" of advancement but the whole gains stability and order. Dictators are forced to combine politics and violence to accomplish a goal, the also help build national pride and a national identity. It's no longer they are Bosnians and we are Serbs, but we are all Yugoslavians!
Notice the lack of sectarian violence in Iraq under Saddam. Yes, he was a horrible human, but his guidance built Iraq into a middle eastern power and a modern secular country. Now with out him, the "democracy" has created violence and tension between the rivially factions divided by religion and tribe.
I'd rather not be able to vote then have my family killed in a ethnic purge or car bombing.
However, eventually over hundreds of years dictators/monarchies hand power over to key groups that they rely on go stay in power. The generals, land owners, captains of industry and "nobles". Notice how China has laxed it's policies in the last 50 years, or how England evolved from the brutal rulers of just 500 years ago and times of religious strife to today.
As bad as it sounds, Africa needs a few good dictators with vision of building a nation and not simply getting "rich".
They need there own modern Bismark, Elizabeth, Philip II, Mubarak, Sadam, Stalin, Musilinie, ect.
