Blast fishing - the practice of blast fishing

I came across the practice of blast fishing-this is the practice of using explosives to stun or kill schools of fish for easy collection...
This is an illegal practice which harms the surrounding ecosystem, as the explosion often destroys the underlying habitat that supports the fish...t
I was thinking, is there any real way to check this? It would be hard to run a check on all the boats out to capture fish in the sea...so it would be easy to get away with it..

I imagine it could be quite destructive, but no more than the practice of dredging say. Dredging for shell fish destroys literally thousands of square miles of shallow sea bed every year and that practice remains legal in most countries.
For the amount of people using explosives to catch fish it's probably not worth the authorities' efforts to pursue it.
